Femi Gbajabiamila writes Chna's President, describes Fayose as a meddlesome Interloper

Leader of the House of Representatives, Femi Gbajabiamila, has written a
letter to the President of China, Xi Jingping asking him to disregard a
letter sent to his government by Ekiti state governor, Ayo Fayose,
calling for the cancellation of a $2 billion loan President Buhari and
his aides went to China to sought last week.

In his letter dated April 12th, Gbajabiamila described Fayose as a meddlesome interloper who was going out of his constitutional authority. He asked the Chinese president to excuse Fayose's "Vituperations and exuberance". Read Gbajabiamila's letter after the cut
My attention has been drawn to a letter written to you by a Governor of one of the states of the Nigerian nation, wherein the said Governor purported to speak on behalf of the Nigerian people, describing himself as a stake holder in the Nigerian “project”. Ordinarily I would not join issues with the Governor but as the Leader ofthe House of Representatives, I am saddled with the responsibility of driving all government business and policies in the House.
It is therefore incumbent upon me to set the records straight, though I am sure the letter written to you by the Governor will probably receive little (if any) attention from your high office, assuming it even gets to you. Mr President, Nigeria as you well know is not a project as erroneously described by the Governor but a nation like all others in the comity of nations.
It is also a federal republic operating under the principles of administrative and fiscal federalism. As such like most democracies with a federal structure, Nigeria operates a three tier government and adheres to the principle of separation of powers which is both vertical and horizontal.
Horizontal between the Executive, Legislative and Judicial branches and vertical between the Federal, State and Local governments. To this extent, it is a clear affront on our constitution and ultra vires his mandate for a governor of a federating state to delve into any matter outside his state, particularly as it concerns international agreements between two sovereign nations.
The duties and responsibilities of a governor are clearly spelt out in the Nigerian Constitution and they do not include negotiating loans on behalf of the country nor do they extend to foreign affairs or economic diplomacy. Indeed the Seventh Schedule to the Constitution of our Republic contains the oath of office sworn to by the governor of a state in assumption of office and it states: “……..that I will exercise the authority vested in me as Governor so as not to impede or prejudice the authority lawfully vested in the President of the Federal Republic of Nigeria”
Therefore a governor who overreaches himself and acts outside his constitutional mandate can at best be described legally as a meddlesome interloper. Mr. President, perhaps our governor is not fully seized of the way budgeting works at the federal level. The Federal Government of Nigeria has a 3 year budget rolling plan captured under a Medium Term Expenditure Framework.
The MTEF 2016- 2018 has a borrowing component in which the legislature approved for the President to incur both domestic and foreign loans for the purposes of infrastructural development and deficit financing. This MTEF was passed unanimously, by the National Assembly including the 6 House Members and 3 Senators from Ekiti, the governor’s state.
I am therefore dismayed as are many members of the National Assembly that the governor would claim that the loan sought from your government did not have parliamentary imprimatur. It is also a fallacy that the country’s debt is being financed with 25 percent of the Federal Governments annual budget as there is something in economic and legislative borrowing parlance called nominal debt service where a portion of borrowed monies in this case about 1.3trillion stays within the country’s financial system. Such are the intricacies of national debts, aids and loans. Surprisingly, the governor refers to a 2billion dollar loan as opposed to a 6 billion dollar investment package.
This betrays the fact that he is not fully seized of the facts of the transaction between our two countries. Mr President I am unaware of the western nations that turned Nigeria’s requests down for a loan as claimed by the governor. As you are probably aware transacting business with China was a strategic and economic decision on the part of the Nigerian Government, which will be of mutual benefit to our two countries. Such symbiotic relationships are the kind of relationships for responsible governments embrace.
The people of Nigeria overwhelmingly elected President Muhammed Buhari to make such strategic decisions for them and on their behalf not any state governor. Finally Mr President, yes we are a democratic nation and yes citizens do have a right to freedom of expression (though not absolute), however this letter to you by an opposition governor is a new low in opposition politics. I am not aware of any instance in modern day contemporary politics when an opposition governor went outside the shores of his country to oppose the efforts of a Head of the State and gleefully attempt to denigrate his President and country in the name of opposition.
On the contrary what nations do in times of crisis (in this case economic crisis) and history is replete with this, is to pull together as a nation in the “national interest”. As a former Leader of the Opposition in the House of Representatives, for 8 years, my politics though passionate was girded with decency and I conducted myself within the ambits of our constitution.
What the state governor has done amounts to attempted economic sabotage and subversion. I ask therefore that you excuse the vituperations and exuberance of the governor as just that. Please accept the highest assurance of my office

Jay Z's Roc Nation wants to sign 18 yr old Man U star Marcus Rashford

Jay Z is reportedly hoping to sign Marcus Rashford to his sports
management arm of his company, Roc Nation, following the teenager's
amazing break out for Manchester United this season.
The
American rapper's Roc Nation Sports company is thought to have got in
touch with the 18-year-old about taking over his representation duties
from his family.
Marcus Rashford is still being represented by
his family, but with Jay Z aware that Rashford has the potential to be
the next 'Ronaldo' or 'Messi', wants to sign him up as soon as possible
before he signs his next contract with Manchester United.
According
to The Sun, Roc Nation have held provisional talks with the Rashfords
about adding him to a roster that includes Bayern Munich defender Jerome
Boateng and American boxer Andre Ward.
Rashford
is in line to sign a new deal with United this summer that will see his
wages boosted to £500 to £15,000 a week. He has scored 7 goals in his

announced the arrival of a new green-initiative known as “Apps For
Earth” to coincide with Earth Day next week.
The project aims to
spread environmental consciousness through its millions of customers by
injecting environmental themes and motifs into 27 of its most popular
apps.
Apple plans to run “ Apps
For Earth,” in partnership with the World Wildlife Fund, for ten days,
starting today and ending April 24. Earth Day is Friday April 22.
During this run, popular
games like Angry Birds 2, Jurassic World: The Game, and SimCity BuildIt
will all have ecologically minded twists.
In SimCity BuildIt,
for example, users will be able to plant a massive forest right in the
midst of their city, as well as build coral reefs offshore and create
habitat for endangered animals like tigers, gorillas, and pandas.
In Angry Birds 2, the avian protagonists will promote ocean
conservation by defending the seas’ ecosystems from the devilish pigs.
Each time one of the 27 apps involved is purchased, the proceeds
will go to support the World Wildlife Fund in order to bolster the
foundation’s climate and environmental initiatives.

There are a multitude of things that require decisive action. We are taking action and in due course they will produce satisfying outcomes. Our determination is firm and unrelenting.
Consequently, I am pleased to share President Muhammadu Buhari’s strategic implementation plan for the 2016 budget.
This Strategic Implementation Plan articulates 6 thematic Strategies and 33 priority actions which will constitute the short-term priority of the Federal Government over the next 12 months.
1. Lasting Changes in the Policies, National Security and Governance.
Intensify the reorientation of the populace through Integrity Campaigns
2. Diversify the Economy by Fast-tracking Industrialization, Agriculture and Agro-Allied Processing, as well as attracting investment into the Solid Minerals, Tourism and Entertainment Sectors
Increase local production of maize, soya, poultry & livestock, so
as to achieve self-sufficiency: deadlines to be announced in due
course.
3. Priortize critical Infrastructure, focused on increasing investment in Power, Rail and Roads, etc.
4. Oil and Gas Reforms
5. Ease of Doing Business
6. Social Investment
The Social Investment plans include the following:

● Intensify Public Procurement Reforms in Projects to obtain Value for Money and cut costs.
● Sustain the Fight Against Insurgency, Kidnapping and Other Violent Crimes, Terrorism, Cyber-Crimes, Piracy, Oil Theft and Illegal Mining Activities.
2. Diversify the Economy by Fast-tracking Industrialization, Agriculture and Agro-Allied Processing, as well as attracting investment into the Solid Minerals, Tourism and Entertainment Sectors
● Implement Measures to Achieve Self-Sufficiency & Become Net Exporters of certain agricultural Items:
Rice-2018,
Tomato Paste-2016,
Wheat-2019.
● Revitalize and Expand Agro-Allied Processing to intensify local production and processing of cassava, cocoa, cashew, fruits and sesame seed
● Utilize 5,000 hectares of Irrigable Land in the 12 River Basin Development Authorities and utilize 22 Dams for Commercial Farming activities by prospective investors
● Develop Dadinkowa, Gurara and Oyan dams with 82.5 MW capacity contribution to the National Grid.
● Adopt and Implement a Roadmap to Stimulate Investment into the Solid Minerals sector, and plug Revenue Leakages in the Sector
● Implement the National Industrial Revolution Plan and Launch the ‘Made in Nigeria’ Campaign
● Increase Manufacturing Capacity through the operationalization of Industrial Parks, Free and Export Processing Zones, etc.
● Enhance support facilities to provide increased financial, technical assistance, networking and information to new investors and existing enterprises.
● Implement the Roadmap to Increase Private Sector Investment in Culture, Tourism, Entertainment and Sports
● Create high-technology innovation hubs to support growth in the Digital and Technology Sectors
● Optimize the 7,000MW installed capacity and ensure associated infrastructure to Fuel, Transmit and Distribute this capacity.
● Ensure Tariff includes all costs of Transmission, Generation and Gas at new price, and Distribution Company costs required to operate, maintain and upgrade distribution networks.
● Resolve all Issues on Gas Pricing, Tariffs and Payment Assurance. Conclude Roadmap on Gas Development.
● Complete the Kaduna-Abuja and Ajaokuta-Warri Rail Lines scheduled for 2016; commence the construction of the Lagos-Kano standard gauge Line; and finalize negotiations for the Calabar-Lagos Rail Project.
● Undertake the rehabilitation and construction of 31 major Road Projects scheduled for 2016 to restore degraded sections of the Federal Highways network and to Establish Connectivity over a distance of 2,193km (through public works projects, maintenance works, PPP and other interventions)
● Complete the Rehabilitation of 4 Airports (i.e. Abuja, Kano, Lagos and Port Harcourt..
● Adopt & Execute a Comprehensive National Oil & Gas Master-Plan (‘NOGM’) as the roadmap for the Petroleum Industry’s Development, Diversification, Privatization & Governance. Adopt & Execute a Roadmap of Gas Development & Flare Elimination
● Set a deadline to be Self-Sufficient in Refined Petroleum Products & become a Net Exporter
● Work with the National Assembly on the passage of a Revised Petroleum Industry Bill (‘PIB’) or Bills to give effect to the NOGM & to resolve Fiscal & Governance Issues of the Sector, & Eliminate Gas Flaring.
● Conclude negotiations to deal with all funding gap issues in the Upstream Sector
● Move 20 places up global Ease of Doing Business Rankings, by implementing fast track measures for business approvals, acquisition of land titles, etc. (Nigeria is currently ranked 169 out of 189 countries by the World Bank – 2015 Survey)
● Fast-track visa application and issuance processes
● Implement Social Intervention Programme and specific Health / Education projects included in 2016 Budget
● Health Sector Interventions including Flagging off the Revitalization of 1 Primary Health Centre per Ward (a total of 10,000 nationwide)
● Train and deploy 500,000 unemployed graduates as volunteer teachers who would be paid on the job while they seek jobs in their chosen careers.
● Homegrown School Feeding for primary school pupils across the country paid for by the government
● Micro-credit scheme that provides very soft loans to a million market women, artisans, traders
● Creating innovation and technology hubs/ parks on a large scale and skills acquisition & vocational training for over 300,000 non-graduate youths
● Conditional Cash Transfer where one million poor and vulnerable Nigerians would receive N5000 monthly
● Bursary awards for tertiary education students of Science, Technology, Engineering & Maths, STEM.

Reigning champions Barcelona were eliminated by
Atletico Madrid on Wednesday to ensure the UCL's great curse on
title-holders continued
The great curse of the UEFA Champions League struck once again this
week, as reigning champions Barcelona were sent packing by Atletico
Madrid at the Calderon.Barcelona were just latest. The 24th to try, the 24th to fail. Since the competition took its current form in 1992, nobody has managed to retain the title. They had beaten Atletico in their previous 11 meetings.
They had not failed to score in a UCL match since April 2014. They held the lead from the first leg and would have 76% possession in Madrid for the second. But the goal would not come.

The curse continues. It first hit Barcelona themselves in the inaugural 1992 UFA Champions League when they arrived as kings of Europe but were eliminated by CSKA Moscow in the second round after losing 3-2 at Camp Nou to exit 4-3 on aggregate.
The Catalans suffered their most famous exit in 2010 when Inter Milan put in a backs-to-the wall performance at Camp Nou to escape with a 1-0 that saw them humble perhaps the greatest club side ever assembled.

Pep Guardiola’s all-conquering team were odds on to finally break the curse but were undone by Jose Mourinho, who was desperate to gain revenge after being overlooked for the job after he left Cheslea.

Arsene Wenger finally beat rival manager Jose Mourinho at the 14th time of asking as Arsenal emerged with a 1-0 victory over Chelsea in the Community Shield at Wembley Stadium on Sunday.
The Gunners had gone over 500 minutes without netting against the Blues until Alex Oxlade-Chamberlain opened the scoring in the first half, shifting the ball onto his left foot and rifling a thunderous effort into the top corner.
Mourinho tried to rally his side in the second period, bringing on Radamel Falcao, but it was Eden Hazard who had the best chance to level the scores, only to blast the ball over the bar.
Petr Cech, facing his old club, was forced to palm away Oscar's goal-bound free-kick as time ticked away, but Arsenal held on comfortably - and even had two one-on-one chances to extend their lead - to pick up their third trophy of pre-season.
Both sides were missing their top scorers from last season, but Chelsea felt the absence of the hamstrung Diego Costa more keenly than Arsenal did that of the rested Alexis Sanchez.
Cech, so often Chelsea's saviour throughout his glittering decade at Stamford Bridge before his switch across London in June, was rarely troubled in Arsenal's goal as Mourinho's men looked blunt up top without Costa.

BlackBerry ditches keyboard for new Leap smartphone

BlackBerry is forgoing its famous physical keyboard in its newest smartphone, media reported.

The Canada-based company recently launched BlackBerry Leap in Canada.
Leap is a cheaper option for consumers who want a touch screen but don't want to pay a higher price as in the case of an iPhone or Samsung Galaxy phone.
It's the first touch screen phone from the company since it launched the Z30 more than a year-and-a-half ago.
Usually, BlackBerry sets with a keyboard are more popular with the company's business-centric clientele and it has focused on releasing models like the Passport and Classic.
Features on the Leap include a 25-hour battery life and an eight-megapixel camera, according to reports.
The company says wireless carriers will offer BlackBerry Leap for free when users sign a two-year contract, or it can be purchased without a contract for $349.
Higher-end smartphones, including some alternative BlackBerry devices, tend to cost $400 to $900 with a contract, depending on the model.
BlackBerry also announced that T-Mobile, one of the big US wireless carriers, will begin stocking its BlackBerry Classic model starting next week.

Citing people with knowledge of the offer, The New York Timesreported that Uber is competing against a consortium of automakers, including BMW, Audi and Mercedes-Benz, the newspaper said.
The German automakers are teaming up with the Chinese search engine Baidu on the offer, the report added.
Uber declined to comment on the matter.
The report said a private equity firm has also bid and that Nokia is expected to announce the sale of HERE by the end of May.

Manchester United were "forced" to sign PSV Eindhoven forward Memphis Depay early because of interest from French Ligue 1 leaders Paris St-Germain.

Old Trafford boss Louis van Gaal said the club wanted to wait until the summer to bring in the 21-year-old Dutch winger.
But after announcing a deal in the region of £25-30m, Van Gaal said: "I have been forced to sign him.

A 101-Year-Old Man Was Pulled Out Of Rubble In Nepal After Surviving 7 Days

The tragic earthquake in Nepal has brought forth more destruction than anyone thought possible. Since the mega earthquake's first shocks hit around Kathmandu on April 25th, the small country has been faced with immense tragedy. Still, out of all the horrible news, a few heartwarming tales of rescue and survival have emerged from the wreckage.
This past weekend, a 101-year-old man, thought to have died in the earthquake, was found to be very much alive. Not only did the centenarian survive the natural disaster, but he did so for seven whole days while buried under the rubble.
101-year-old Funchu Tamang was found in Nuwakot, near the Nepalese capital of Kathmandu, after taking shelter in his garden.

Tamang was trapped for seven days. Despite his age and condition, he managed to survive the ordeal.
After the rescue, Tamang made a miraculous recovery in a nearby hospital.

These rescuers needed all hands on deck to lift Tamang from the rubble. Watch the incredible footage below.

Tamang made it out from the garden with only minor injuries to his hand and ankle. Still, tens of thousands of others in the region weren't so lucky. Let's just hope that more stories like Tamang's emerge in the wake of this terrible tragedy.

Former world number one Tiger Woods says the end of his relationship with US Olympic skiing champion Lindsay Vonn has been "brutal".
The break-up was announced on Sunday, the ninth anniversary of the death of Woods's father, Earl.
"These three days have been brutal on me. It's tough," said Woods, 39.
"It's tough. Obviously it does affect me. On top of that, this three-day window from 3-5 May is always really hard. I haven't slept."
Woods and Vonn revealed they were dating in March 2013.
Woods, the 14-time major winner, was the subject of worldwide media coverage in 2009 following news about his private life, which led to afive-month break from the game and a divorce from then wife Elin.
"I've always had to deal with circumstances outside the ropes," he said.
"Once you're inside them, it's time to tee it up and time to play. You go into your own little zone and focus, and grind out and win golf tournaments."
Woods will play at the prestigious Players' Championship at Sawgrass this week, his first tournament since the Masters in April, when he finished in a share of 17th place.
He says he is fully fit after suffering an injury in the final round at Augusta. He jarred his hand when striking a hidden tree root in his swing, after which he pushed a bone back into place himself.
"It feels good to be out there. I will play more tournaments from here on," said Woods, who has not won a title since August 2013.
"My body is in the shape to do it. I've had some good practice sessions and I am very happy with my short game and the way I am putting.
"I just have to keep chipping away and keep building and eventually it will click."

Manny Pacquiao: Surgery follows loss to Floyd Mayweather

Manny Pacquiao could be out of action for a year as he prepares to have surgery on his injured shoulder.
The 36-year-old blamed the injury for Saturday's points defeat by Floyd Mayweather, claiming it stopped him using his right hand during the bout.
Pacquiao's adviser, Michael Koncz, denied claims the Filipino's camp deliberately did not declare the injury to the Nevada Athletic Commission.
Surgeon Neal ElAttrache told ESPN that Pacquiao had a "significant tear".
He added the injury was likely to sideline the fighter for between nine and 12 months.
Top Rank promoter Bob Arum claimed Pacquiao injured his shoulder about two and a half weeks before Saturday's fight in Las Vegas.
Pacquiao said he wanted a pre-fight injection in the shoulder but the Nevada Athletic Commission refused.
Commission chairman Francisco Aguilar said he first knew about the injury two hours before the fight, when Pacquiao's camp requested an anti-inflammatory shot be administered.
Officials denied the request and Aguilar blamed Pacquiao for not disclosing his injury sooner.
Mayweather, 38, scored a unanimous points victory in the four-belt unification bout at the MGM Grand Garden Arena.
The win extended the American's unbeaten record as a professional to 48 fights.
Pacquiao's surgery means any rematch is unlikely, with Mayweather insisting he will retire in September after one more fight.
Britain's Amir Khan says Mayweather's manager told him "let's get that fight on" after Saturday's bout.

Edge, Microsoft officials argued, is lighter and faster than Internet Explorer and comes with new features like a built-in notation tool, a distraction-free reading mode, and website information from Cortana, a personal voice-assistant app for Windows.
"Microsoft Edge is the browser built for Windows 10, and it will be available on the widest range of Windows 10 devices," Joe Belfiore, Corporate vice president, operating systems group at Microsoft on Wednesday said at Build 2015, a conference of developers.
So far Edge was wrapped under secrecy and was called Project Spartan.
But not so any more, Belfiore said.
"For us the name refers to the idea of being on the edge of consuming and creating.
"It refers to the developer notion of being closest to the modern capabilities of the Web," he said.
The end users of the browser will think about for getting things done, for things like note-taking on the Internet, for a great way of reading and consuming content, the Corporate VC said.
"The browser has Cortana built-in, so it learns the things that one cares about and helps one get things done", he added.
"We have been testing this a ton and we're optimistic about its opportunity to help people discover and connect with work that you all do on the Web and in apps. Now, there's another big thing that we're doing in Microsoft Edge that has huge relevance to you", he said.
"That is enabling users to engage with your sites and give you a shot at starting to write some Web code, which you may put into an app via Web extensions built into Microsoft Edge," he said.
With Microsoft Edge and the new support for these extensions, he said, one will see the company is going to enable people to discover and engage with code that developers are propping up on the Web.
"So you've seen for engagement the start screen, the lock screen, you've seen Cortana and Microsoft Edge all helping people discover value in the Windows ecosystem," he said.
Microsoft officials later said while Edge is successor to the heavily used existing Internet Explorer, but would keep the latter for the moment.
Edge would be available only for Windows 10 and further.
